Interested in your thoughts on this. Doesn’t the question “ why aren’t our governments protecting us” presuppose that geographic boundaries, national territory (and political structures) aka the physical state is the primary guarantors of security, when perhaps the locus of power and obligation has shifted to more fluid and transnational pools of capital, governance, and risk. And by risk this is perhaps as much about insurance underwriting as the construction of financial instruments and systems that express risk as mathematical probabilities, so creating an off-load system that instead of underpinning the responsive capability of the physical state it undermines it.
